For certain characters yes, for others no. Some examples are goku and dabura becoming godlike in iw, and piccolo, future trunks and bardock becoming mediocre 1 move characters in iw from being high tier+ in b3.
only real change in iw regarding cancelling is that now you can do supers combined with any physical hit string (so easier ways to connect SDF, SDS, WFF and HP). If this is called dumbed down, then ki cancelling in Shin Budokai and Burst Limit would be considered for noobs. Since it allows all physical hit strings to be cancelled via ki blast follow up. It's still the same exact cancelling as always, but possible with all moves. Of course not all of them will connect, you have to figure out which do and which do not.
All in all, guard cancelling is guard cancelling. It is the same across the board for every Budokai game. No one's game cancelling is harder than the other. The only real change is the characters and how hard each individual cancel is pertaining to each individual character. If a person chooses to do the simple stuff and take the easy connections route, then they are only doing a disservice to themselves and dumbing themselves down n.n

lol not sayin B3 is better, just that some cancels were made easier. IW is the 2nd best behind ultimate butoden though

That's the thing, I don't see which ones were made easier. Cancelling is cancelling, it does not change. Now a hit string might change like let's say for example B3 Vegeta's fKKKfK- becoming fKKKK- for IW Vegeta, or B3 Goku's PPPfP- becoming PPPP- for IW Goku.
It is still the exact same move, did not change at all besides a directional input which does not really change anything since directional inputs can be inputted before the character actually does it and you don't even have to hold down the directional button to cancel out the hit string. Granted that B3 had a K+G shortcut which supposedly made K cancels harder cause you might mess up by pressing G at the same time. But then again in IW there's an E+G shortcut so E cancels might mess up by pressing G at the same time. Lol, but all this again depends on the person since if you are doing it right you shouldn't mess it up.
Aslong as u are not holding down G long, you can't mess up.
Ima go on a limb now and say all DBZ games that don't have a strict way of doing a specific technique and allow for more than 1 way of doing it are doing a disservice and therefore are for noobs but that would mean all games after Budokai 2 are for noobs; which would suck and cancel combos are just spam like fanboys call it.
Ultimate Butoden looks fun but is completely diff from Budokai, there's no comparison as they are totally different fighting engines. To me UB feels like a 2D version of Spike's DBZ games, albeit a better game. Plus Dimps had nothing to do with it's development. Good game, but Budokai is a completely different fighting category to compare it to. Lil similar to DBE, but that game really didn't have much of Budokai in it besides the combos from SBAR.
