Cell is not too shabby. He has great range and is capable of some decently sized combo strings with minimal effort. One thing I have not found, however; was a super cancel. Could have missed it... Or he just doesn't have one. Either way he is still a good character who can link supers off a charged ki blast. A super cancel would just bump him up in tier I believe (esp with solar flare).
I haven't mastered him by any means... but this is what I've found so far.
Perks:
He can taunt! Okay, so his sig may not officially be a taunt, but the fact that you can go in and out of an amusing pose for extremely little ki makes it a taunt in my book. (sig is cancellable at any point with guard) If you press the sig button again he use a punch that sends the opponent flying (chaseable)
He has solar flare, which is basically a free combo once you connect it.
He can combo into lift kick, gut punch, and sweep. But they depend on which form he's in.
His perfect form has the best melee (naturally).
Has life drain in two forms... Gives you back maybe a fourth or fifth of a life bar.

1st form:
can combo into lift kick during rush combo on ground or air
has amazing offensive supers: life drain, kame, sbc, and solar flare
ground attack is a body slam
great range on jumping attack
can combo into ultra
combos best on the ground
2nd form:
can combo into sweep ground or air
retains solar flare and life drain
can combo into ultra
combos best in the air
Perfect form:
can combo into sweep, lift kick, and gut punch ground or air
has good mix of supers
Super perfect form:
same comboability as perfect
good supers again
can combo into ultra
ground attack is a quick kick that sends opponent flying

His cancel points are turnaround punch -> charged melee
Flying kick - charged ki
Full rush string - rush ki blast / charged ki blast.
Sweep - rush combo
Charged ki blast - rush combo *sbc, full power death beam, barrage death beam, super/solar kame.
