Tiers may not count forms as characters
From the looks of RB's engine, forms are going to entirely be part of the character. The main reason I say this is because if anyone actually noticed, Base Goku and SSJ Goku had the exact same melee system, meaning their cancel points did not change. Only their animations and supers/ultimates were different. It's sorta like SBAR where character's combosets did not change, but their specials and ultimates changed between forms. Pretty much what form was the best was the one commonly used, and multiple forms were useful.

It did. In BT3, because forms were so heavily different in EVERY aspect, you had to count forms. As much as some characters benefitted from being able to transform, it was just those few and didn't really warrant the forms not being seperate entities altogether.

I don't feel so...it's taking into account the entire potential of characters...but forms are SO different you can't even try to make a tier list like that.
